Governor unveils plan for homeland security

Arizona's first homeland security plan combines high-tech analysis to track criminal trends, a new radio system for police officers and firefighters and a telephone system residents can use when a fire or natural disaster disrupts their lives.
"We have begun a new era in Arizona," Gov. Janet Napolitano said at a central Phoenix fire station Wednesday. "It is an era in which we do not react to terror but take proactive steps to prevent them. We are safer now than we were six months ago.
"This plan relies on our wits as much as on our wallets."
Napolitano also named Frank Navarrete, who currently heads the Arizona Division of Emergency Management, to be the state's permanent homeland security director. Navarrete, an 18-year veteran with the Phoenix Police Department, will do double duty and immediately become part of Napolitano's Cabinet.
Napolitano said she is confident the state will receive $2 million for a statewide radio system that can connect police, fire and emergency technicians. Arizona has applied for $10 million in federal grants for things such as protective chemical suits and firefighting gear.
In previous months, Napolitano has chided the federal government for its stinginess, calling it a "deadbeat partner" because it hasn't given states the money they need to pay for federal programs. The ultimate success of her plan will depend on the availability of federal funds.
The plan, which was one of Napolitano's top goals when she took office in January, covers several areas.
A round-the-clock intelligence and information center will collect and analyze crime and terrorism trends.
A new statewide 211 telephone system, which may take more than a year to create, will give Arizonans a place to call when they need mental health services or help finding a loved one after a devastating forest fire.
"Mutual aid packages" will let city police and fire departments and public health officials know when and where to act in the case of a major fire, riot, crime or terrorist attack.
A statewide disease surveillance system that collects information from emergency rooms, pharmacies and animal control shelters. The idea is to build a database that can eventually identify emerging health problems, diseases and environmental problems.
Despite the emphasis on law and order, Napolitano said Arizona's homeland security plan wouldn't sacrifice the legal rights of residents.
"We will not have homeland security at the expense of civil liberties or racial profiling," Napolitano said.
